BGC PCS is a free K-8 public charter school, open to all students residing in Baltimore County. Enrollment is determined by an annual lottery. While we encourage families from East Baltimore County to apply, there are no neighborhood boundaries or residential preferences. Our school provides a fully accessible environment, welcoming students, parents, employees, and community members with disabilities. Admissions are not based on academic performance; all completed applications have an equal chance for admission through an electronic, randomized lottery system.
For the school year 26-27 BGC PCS will serve Kindergarten through 3rd in both French and Chinese immersion programs. We will have one class per grade and per language. Students applying for kindergarten must be 5 years old by September 1st of the academic year they are applying for. Applications are valid only for the indicated school year and must be completed by the designated deadline to participate in the public lottery held each spring. All applicants MUST reside in Baltimore County, MD. This is subject to verification.

When you apply, you will receive a confirmation email (from Packed Class) and a text message (from a 606 number) after completing the contact form. The message will include a link to finish your application. If you don’t see the email in your inbox, please check your spam or junk folder. After you submit your application, you will receive another confirmation email. If you do not receive this email, it means we have not received your application—please resubmit it. Submissions should be complete and accurate to be considered for the lottery. Please ensure all information provided is truthful, as any falsifications may result in disqualification.
Lottery Process
- Attendance at the lottery drawing is free and open to the public, but not mandatory. Students do not need to be present in order to be selected. No placement is final until written notification is received by the student's parent/guardian.
- Families will be notified in writing via email of either acceptance or waitlist immediately after the lottery drawing has occurred.
Sibling Enrollment
BGC PCS has a sibling clause, which gives priority enrollment to younger siblings of current students. This ensures that siblings are prioritized in the lottery process. In addition, former students who were enrolled in the prior school year are given priority when re-enrolling in the appropriate grade. When applying for multiple children, please submit a separate application for each child. Be sure to complete the Siblings section of each child’s application so that sibling priority can be applied.
Waitlist Process
BGC PCS 26-27 SY applications received after the lottery has closed at 11:59 p.m. on February 28, 2026, will be added to the waitlist in the order that they are received. The BGC PCS lottery waitlist will remain active until the end of the school year 26-27. The waitlist is valid for the entire academic year (August 2026 - June 2027).
