A Tuition-Free French & Chinese Dual Language Immersion Public Charter School
Bilingual Global Citizens Public Charter School (BGC PCS) is excited to prepare for its opening in Fall 2027. BGC PCS will provide Baltimore County students with a nurturing, multilingual, and globally focused educational experience through French-English and Chinese-English Dual Language Immersion programs.
We welcome all families, and our admissions process is equitable, public, and accessible to all eligible students.
Who Can Apply?
Grade Eligibility (School Year 2027–2028)
BGC PCS plans to open with:
- Kindergarten
- 1st Grade
- 2nd Grade
- 3rd Grade
Each grade will be offered in:
- French Immersion
- Chinese Immersion
Each grade and language track will include one class.
Kindergarten Age Requirement
Children must be five (5) years old by September 1, 2027.
Residency Requirement
Applicants must reside in Baltimore County. Residency verification will be required during enrollment.
Open to All
- No academic criteria
- No neighborhood priority
- No language proficiency required
- Fully accessible school environment
- All complete applications receive equal consideration through the admissions process
Important Admission Opportunity
Families who submit a completed application by June 30, 2026 will receive automatic admission for the school's Fall 2027 opening and will not be required to participate in a future lottery.
To secure your child's seat, families should apply for the grade their child would have entered during the 2026–2027 school year.
For example:
- A child applying for Kindergarten in 2026–2027 would enter 1st Grade in Fall 2027.
- A child applying for 1st Grade in 2026–2027 would enter 2nd Grade in Fall 2027.
Additional guidance will be provided during parent information sessions.
How to Apply
✔️ Step 1 — Submit the Online Application
The application is fully electronic.
After applying, families will receive:
- A confirmation email from Packed Class
- A text message (from a 606 number) with a link to complete the full application
- A final confirmation email confirming successful submission
If you do not receive the final confirmation email, your application has not been received and should be resubmitted.

BGC PCS will host a series of virtual and in-person parent information sessions throughout the coming months to provide updates regarding:
- School opening plans
- Admissions and enrollment
- Grade placement for Fall 2027
- Dual language immersion programming
- Transportation and school operations
- Frequently asked questions
Additional dates and registration information will be announced soon.
Enrollment Process
Applications submitted by June 30, 2026, will be reviewed and processed for automatic admission under the Board-approved enrollment transition plan.
Families applying after June 30, 2026, may be subject to the admissions procedures and lottery process established for the 2027–2028 school year, if necessary.
Sibling Priority
BGC PCS prioritizes eligible siblings of admitted students.
A separate application must be submitted for each child.
