Bilingual Global Citizens Public Charter School (BGC PCS) proudly serves Baltimore County students in a nurturing, multilingual, globally focused environment. We welcome all families, and our admissions process is equitable, public, and easy to complete.
Who Can Apply?
Grade Eligibility (School Year 2026–2027)
For the 2026–2027 school year, we are enrolling:
- Kindergarten
- 1st Grade
- 2nd Grade
- 3rd Grade
Each grade is offered in:
- 🇫🇷 French Immersion
- 🇨🇳 Chinese Immersion
Each grade and language track includes one class.
Kindergarten Age Requirement:
Children must be 5 years old by September 1, 2026.
Residency Requirement
Applicants must live in Baltimore County.
Residency will be verified during enrollment.
Open to All
- No academic criteria
- No neighborhood priority
- No language proficiency required
- Fully accessible school environment
- All complete applications have an equal chance in the lottery
How to Apply

The application is fully electronic.
You will receive:
- A confirmation email (from Packed Class)
- A text message (from a 606 number) with a link to complete the full application
- A final confirmation email once your application is successfully submitted
If you do NOT receive the final confirmation email, your application was not received. Please resubmit.

Notifications
Families will receive official acceptance or waitlist status by email immediately after the lottery.
🎯 Lottery Process
- Conducted electronically and randomly
- Only complete applications submitted by the deadline are included
- No placement is final without official written notification
- Public is welcome to attend, but participation is not required
👨👩👧 Sibling Enrollment Priority
BGC PCS prioritizes:
- Younger siblings of currently enrolled students
A separate application must be submitted for each child.
The Sibling Section must be completed for priority to apply.
🕒 Waitlist Process
Applications submitted after February 28, 2026 will be placed on the waitlist in the order they are received.
The waitlist:
- Stays active for the full school year
- Covers August 2026 – June 2027
- Does not carry over to the next year
Families will be contacted as seats become available.
